By far the easiest way though is by capturing lords and sticking them in a dungeon. You get tons of relations with whoever owns the settlement and it'll rapidly increase your charm level (just realised you might not be on experimental. Unfortunately, for the time being, the workshop cannot be leveled up. However, it is worth noting that since the workshop has a level designation, it can be assumed that the option to upgrade it was supposed to be available in the game at launch, but for some reason was not implemented.
Weapon Master increased the cap for EVERY combat skill, not just one, and did so by a wider margin than bannerlord. Now you cant level any skill past 120. Added a new Max Skill Level setting with default value of 400. Added 2 settings to pick which heroes customizations should apply to. Options: All Heroes, Player, Player & Companions. This mod allows you to customize character and skill XP gained from all the sources however you wish.
You can kinda "level up" by buying competing workshops and flipping to a different type, but I do wish they'd take out the line of text.
