To change the language of the subtitles and audio in The Elder Scrolls V: Skyrim on PC, go to your Steam Library and right click on the game. From there, select Properties and then the Language tab. You can then choose one of the available languages from the drop-down options .

At least that's what worked for diablo. Like: uninstall the game > change location to Germany > install the game and then you're set. I can't change the language of most games without changing the language of the console first, but then i have issues with the store, etc.
How to change Skyrim's language. In your Steam library, right click the game, open properties and select Language. Choose the language from the drop-down. It will take maybe 45 minutes to download the audio files. Here is a video, not mine, about using different spoken language and subtitles.
