We have heard from a few people that the best thing to do it get a boat and bus to Sanur, then a public boat over to Nusa Penida from there. We often go to Gili T (from Amed) but go for the diving/snorkeling and chillaxing. Other Islands easier to get to are Nusa Lembongan and Nusa Penida.
